Le second Congrès continental, qui se réunit à Philadelphie en mai 1775, est encore loin de faire l'unanimité : certains délégués espèrent une réconciliation avec la Grande-Bretagne, d'autres ont déjà tiré un trait sur l'empire. C'est pourtant là que naît officiellement l'armée continentale, confiée à George Washington. En Virginie, le gouverneur royal Lord Dunmore tente de retourner la situation.
